Office of Extramural Research Policy and Operations

Key Functions

  1. Leads and coordinates responses to correspondence, requests, and data calls from the NIAID Office of the Director and the NIH Office of Extramural Research.
  2. Leads and coordinates developing, implementing and disseminating policy, procedures, and other guidance related to extramural program activities.
  3. Develops and implements systems, procedures, and operations aimed at improving the effectiveness and mitigating the risks of NIAID extramural activities, including managing the NIAID director’s and DEA director’s extramural conflicts of interests and recusals.
  4. Oversees DEA Office of the Director knowledge management activities. Develops and maintains a central knowledge repository on behalf of the DEA director.
  5. Oversees and provides advice on extramural policies and procedures—including peer review appeals, application submission, and special grant programs—to the extramural community and NIAID staff.
  6. Oversees and coordinates activities related to compliance with requirements for biodefense-related research, including dual use research of concern, select agents research, and biohazards.
  7. Assigns eRA/IMPAC II accounts to manage conflict of interest and maintain system and data security. Performs audits and creates other reports related to NIH operational systems.
  8. Provides technical leadership and expert consultation to maintain data integrity and resolve problems related to NIAID and NIH extramural operational systems.
  9. Works with NIH extramural program leadership in the NIH Office of Extramural Research and Center for Information Technology, as well as NIAID staff in assessing needs and improving systems analysis, systems design, and programming.
  10. Serves as the liaison with the NIH Office of Extramural Research and Center for Scientific Review. With the program divisions and the NIAID Scientific Review Program, coordinates the receipt and referral of applications to NIAID.
  11. Coordinates the planning of NIAID extramural activities, including the phasing and review of research initiatives, with DEA offices and programs, other divisions within the Institute, and the NIH Office of the Director.
  12. Serves as the NIAID coordinator and liaison for the NIH Guide Publication System, including the Early Notification System.
  13. Performs a full range of activities necessary for final scientific and programmatic review of all initiatives by the National Advisory Allergy and Infectious Diseases Council. Coordinates scientific and programmatic presentations and other subcommittee activities of Council.
  14. Coordinates within DEA and program divisions to prepare for the final review of grant applications by the National Advisory Allergy and Infectious Diseases Council.
