How should I submit my cooperative research partnership application?

Submit electronically through your institution's eRA Commons account. If your institution doesn't have an account, get details on registering at Get Ready Now to Apply Electronically in our NIH Grant Cycle: Application to Renewal.

The institution submitting the application (the primary institution) needs an eRA account to submit the application and, if funded, future progress reports. Also, the PI will view the summary statement (reviewers' comments) in the Commons.

I submitted an NIAID Partnerships for Biodefense application that was not funded. Can I submit an updated version to a cooperative research partnerships opportunity?

Yes, if it meets the following conditions:

  • Project must be completely responsive to the new FOA.
  • You have to submit it as a new application (it cannot include an Introduction or marking to indicate the changes from the previously unfunded version).
  • You may submit the updated application to only one new FOA in the corresponding fiscal year.

We will deem unresponsive and not review applications that fail to meet any of these conditions.

Please contact NIAID program staff listed in the FOA for guidance on submitting a previously unfunded application.

If I have completed a cooperative agreement awarded under the NIAID Partnerships for Biodefense program, can I submit a competitive renewal application to a cooperative research partnership opportunity?

No. You have to submit a new R01 application following the instructions in the new FOA. Remember, your application also must meet the conditions described in How should I submit my cooperative research partnership application?.

If you want to renew your existing grant, please contact the program officer listed in the Notice of Award.

Can I submit the same application to more than one of NIAID's new FOAs?

No, standard NIAID policy applies. You cannot submit the same application to more than one opportunity.

However, you can apply to multiple FOAs with significantly different applications.

Which RFA should I respond to if I am eligible to apply for either an SBIR or R01?

You can respond to either one, but there may be less competition for SBIR funds because only small businesses will be eligible to apply.

What types of Appendix material are allowed?

You may submit up to three documents. Each document must fit into one of the following categories:

    • Manuscripts that have been accepted for publication.
    • Publications that are not freely available on the internet.
    • Patents directly relevant to the project. 

We will accept PDF documents only, with one attachment for each document.

We will not review Appendix material that does not conform to these guidelines.  See pages 113-114 in the Application Guide SF424 (R&R) for details.

Must I submit Milestones and Timeline, Product Development Plan and Physical and/or Facility Security information as separate sections if the information is included in my Research Plan?

Yes. Submit Milestones and Timeline and the Product Development Plan sections as attachments to the Research and Related Other Project Information form under item 11 Other Attachments.  

Put the Physical and/or Facility Security information in the Biosafety and Biocontainment section.

Keep in mind that these sections are not part of the Research Plan, so they don't count against the 25-page limit. Follow the instructions and page limits in the new FOA.

How will the review panel evaluate the Milestones and Timeline and the Product Development Plan?

The review panel will weigh the Milestones and Timeline and the Product Development Plan as part of the Approach review criterion.

Are applications that propose research on viruses not listed as NIAID Category A, B, or C pathogens responsive to the Viral Pathogens FOA?

Maybe.  We also encourage applications for development of a broad spectrum anti-infective against a non-listed virus that would also protect against an NIAID Category A, B, or C viral pathogen.
