What happens to NIH's budget after two years?
We must spend the ARRA money by September 2010. After that, we will return to a budget level that has no additional stimulus funds. See Don't Confuse Stimulus Money With Our FY 2009 Budget and What Happens After the Stimulus Ends.
How can I deal with the end of the stimulus in two years?

If I got a two-year R01 through Recovery Act funds, can I resubmit my original application?
No. You cannot revise and resubmit an ARRA grant. But if you submit a renewal to an ARRA grant early and get a fundable score, we can terminate the two-year award early. This is a departure from our normal policy.
If I got a two-year R01, will I be able to carry over the ARRA funds?
No. You cannot carry over ARRA funds to a subsequent renewal.
Can I take a no-cost extension on an ARRA award?

If I missed the opportunity to get an ARRA award, what happens if I’m outside the payline in FY 2010? Could the payline be different?
For high-quality applications that score beyond the payline, we plan to have a regular (not ARRA) R56-Bridge program for FY 2010. We can't predict NIAID Paylines for next year; they may very well be different.
