What's different about a grant awarded using Recovery Act funds?

Recovery Act funds have new rules and special requirements.

How does NIAID enforce the special requirements for Recovery Act grants?

Your outlays and other information must be reported to Recovery.gov. If you don't comply with the Terms of Award, we will reduce your award. Find out more about requirements at What You Need to Do if You Get Stimulus Funds and read Special Reporting Requirements.

Where do I report my data?

Register and report your data at FederalReporting.gov.  For more information, see Special Reporting Requirements in NIAID and the Economic Recovery Act.

Given the extensive reporting requirements for ARRA awards, is it acceptable to budget for administrative support (salary and fringe benefits)?

ARRA administrative support is covered by facilities and administrative costs (F&A) costs.  We don’t pay those as direct costs unless they are integral to your research.

Are equipment purchases through ARRA supplements subject to the Buy American Act?

Can I transfer an ARRA award from one institution to another if I relocate?

Yes. Keep in mind the following rules:

  • Like all changes of institution, you need prior approval from NIAID. For instructions, read our Prior Approvals for Post-Award Grant Actions SOP.
  • If you received an ARRA supplement on a non-ARRA grant, you have to provide separate documentation for the ARRA supplement.
    • You can use the same request letter and justification.
    • But be prepared to put together two sets of any other documents your grants management specialist asks for (e.g. financial status report) -- one for the parent grant, one for the supplement.
