Details on NIAID's ARRA Administrative Supplements

Introduction

At NIAID, we consider eligible applications for ARRA administrative supplements that propose research in any of our areas of interest. Find more information in the NIH Guide notice NOT-OD-09-056.

Note: supplements for summer interns and career development awards have expired. We may fund additional supplements in 2010.

Our approach for ARRA administrative supplements differs somewhat from the one NIH spelled out in the Guide notice. Be sure to read NIAID Supplements Through the Economic Recovery Act.

Eligibility

Active NIAID-funded domestic grants are eligible for supplemental funding using Recovery Act funds except training grants (T), fellowships (F), and construction grants.

ARRA administrative supplements have the following provisos:

  • Supplements must create and save jobs, jump-start the economy, or build the foundation for long-term economic growth.
  • Research funded by the supplement must be within the scope of the parent grant’s approved activities and aims.
  • For items other than equipment, supplement proposals must fit within the parent grant's scope of research.
  • We will allow few ARRA administrative supplements during a no-cost extension.
    • If your grant is in a no-cost extension, it has to be active at the time of the supplement.
    • The parent award must have work remaining to be done.
    • A no-cost extension will not be processed earlier than 90 days before the end of your project. A decision to extend the final budget period must be made close to the grant's expiration date and after you know the actual need for additional time to complete the approved research.

Funding and Priorities

We give priority to applications that can show the most impact relative to the supplemental funds.

You have limits for equipment purchases, but otherwise, there is no limit to how much you can request.

For equipment, NIAID is funding only up to $100,000 unless you are the only PI who will use the equipment and you fully justify a larger request.

Deadlines by Funding Year

FY 2009 deadlines have passed and we have not determined our deadline for one-year FY 2010 ARRA supplements.

Application Instructions

Follow the instructions in our Administrative Supplements to Grants and Cooperative Agreements SOP, but refer to NIH's announcement, NOT-OD-09-056, for ARRA requirements, such as including information about accelerating research or creating jobs. Your request should be short.

Send it to your program officer, not Grants.gov or the NIH Center for Scientific Review. The table below shows differences between NIH and NIAID submissions.

Career Development Awards

K supplements have expired for FY 2009. We may fund additional supplements next year.

Summer Interns

NIAID's application deadline for summer intern supplements has expired. We may have another submission date for next year.

NIAID Review

We have notified all applicants about funding of their supplements for FY 2009. If you have not heard by now, contact your program officer.

We will make sure our program and grants management staff have relevant expertise and no conflict of interest, and that awards are based on the selection factors in the notice.

Special Terms of Award

Once administrative and programmatic issues have been resolved, we will email a Notice of Award to your business official.

For all funding under the Recovery Act, you must comply with the following:

Remember, you can't spend money under an administrative supplement until you receive a Notice of Award.
