Purpose
To name contractor or subcontractor personnel included in an award who are essential to accomplishing
its work.
Procedure
Key
personnel are part of the terms and conditions of a contract.
Contractors
- If you would like to change key personnel during a contract, send
a written request that includes a justification for the change to your contracting officer.
- In your justification, name proposed substitutes and provide enough detail,
including curricula vitae, to let contracting officers and project officers evaluate
the impact.

- Evaluate the change and justification, including CVs of proposed substitutes.
- Discuss and document with the contracting officer the overall impact of change on contract.
- Forward approval or disapproval of change to the contracting officer.
