Reinstatement of Specific Aims.
Unscored applications.
Non-peer-reviewed applications.
Deferred applications.
Unresolved appeals.
Foreign applications.
Council member applications.
Human subjects.
Biohazards.
Animals in research.
Minority recruitment plans in institutional training grant applications.
Inclusion of women and minorities as subjects in clinical research.
Inclusion of children as subjects in clinical research.
Renewal R01 applications requesting more than a 20 percent increase.

Possibly present other topics to Council, particularly funding for large, high-visibility programs.
