Special Issues Requiring Council Review

Standard Operating Procedure Table of Contents

 

Purpose

To obtain Council recommendations for applications with funding issues or concerns coming out of initial peer review.

Procedure

Before funding applications with special issues, NIAID must present them to Council and obtain its recommendations.

These applications include those with scientific review group concerns, e.g., human subject or animal concerns, as well as those requiring special funding actions, e.g., renewal R01 applications requesting more than 20 percent over the direct cost of the last noncompeting award.

Program Staff

  • Use the NIAID Planning and Reporting System (NPARS) to prepare and present the following 14 special issues to Council for its recommendations:
    • Reinstatement of Specific Aims.
    • Unscored applications.
    • Non-peer-reviewed applications.
    • Deferred applications.
    • Unresolved appeals.
    • Foreign applications.
    • Council member applications.
    • Human subjects.
    • Biohazards.
    • Animals in research.
    • Minority recruitment plans in institutional training grant applications.
    • Inclusion of women and minorities as subjects in clinical research.
    • Inclusion of children as subjects in clinical research.
    • Renewal R01 applications requesting more than a 20 percent increase.
  • Possibly present other topics to Council, particularly funding for large, high-visibility programs.
