Disaggregation

Standard Operating Procedure Table of Contents

 

Purpose

To allow ICs to fund one or two research projects from a multiproject application when the parent application does not receive a fundable overall impact/priority score.

Procedure

NIAID may separate a maximum of two research projects from a multiproject parent application. However, this is done very rarely, and only in accordance with policy requirements and programmatic need.

NIAID may be audited for disaggregation use.

Applicants

  • Consider submitting an R01 for each component project when you apply for a program project (P), Cooperative Agreement Research Program (U19), or Specialized Center (U54) grant.   • If, after initial peer review, both the multiproject application and the R01 application are in the fundable range, you must relinquish the R01. You cannot withdraw from the multiproject grant.
  • If a program officer disaggregates your application, send a revised budget, a new face page and PHS 398 checklist, and any other information you're asked for.

Program Staff

  • Identify candidates for disaggregation.
  • With your division coordinator and grants management specialist, determine whether NIAID can disaggregate a project and what documentation is required to do so.
  • Confirm with division budget liaison and budget officer that funds are available.  
  • If funds are available, tell the PI that NIAID is considering the project for possible award, and request a new PHS 398 face page, checklist, and revised budget. 
    • Individual project PI may be from a different institution than the institution that submitted the multiproject application.
    • Revised budget is necessary because the individual project may need resources that were included in one of the cores of the multiproject application.
  • Prepare a memo to the DEA director requesting approval of the disaggregation.
  • Send memo and four paper copies of the following to the grants management officer:
    • New face page.
    • New budget pages, if required, based on discussions with the grants management specialist.
    • Project portions of the original application.
    • The summary statement for the multiproject application.
    • New PHS 398 Checklist form.

Grants Management Staff

  • Review the revised budget, if submitted, for unallowable costs, salary cap, and other information.
  • Ensure that all required assurances and approvals are in place. See GMP's Lock icon: This link will not work for public visitors.Disaggregation SOP.
  • Sign disaggregation memo and forward it to the DEA director.
  • After Center for Scientific Review disaggregates your grant, do the following:
    • Complete the Grants Management Checklist.
    • Issue the award with the appropriate terms.

Division of Extramural Activities Director

  • Check the disaggregation memo for accuracy and make sure all required documents are attached.
  • Approve or disapprove requests to disaggregate multiproject applications to component grants.
  • For approved requests, direct NIAID's receipt and referral officer to do the following:
    • Confirm PI's IMPAC ID number.
    • Deliver three collated copies of the following documents to CSR's Division of Receipt and Referral:
      • New face page.
      • New budget pages
      • Project portions of the original application.
      • New PHS 398 Checklist form.
    • Request a new grant number from CSR.
    • Deliver one copy of the disaggregation approval package to the grants management program director.
    • Get "Disaggregate Memo" email from CSR confirming the disaggregation and new grant number. Forward memo to program officer, Grants Management Officer, and DEA Director.
