Application to Initial Peer Review

  1. Investigator selects award type to apply for.
  2. Applicant requesting $500,000 or more in direct costs obtains IC pre-approval before submitting unsolicited application.
    1. Program officer fills out big grant ARA form.
  3. Applicant fills out grant application.
    1. Uses modular budget for R01, R03, R15, R21, and R34 requesting $250,000 or less in annual direct costs or an SBIR or STTR phase I application requesting under $100,000. Foreign institutions must include a detailed budget for all competing applications.
    2. Program officer submits ARA form for a pending application of interest to multiple ICs.
  4. CSR receives and logs in all new grant applications.
  5. CSR assigns the application to one or more ICs for funding consideration.
  6. CSR gives application unique identification number.
  7. At NIAID, RPAB receives copies of applications, gives them PCCs, and enters them into database.
  8. CSR makes initial peer review assignments.
    1. To IRG study section for investigator-initiated R01, R15, F, R41, R42, R43, R44 applications, including those responding to most PAs. Summary statements sent to appropriate IC for funding consideration.
    2. To IC SRG for K, R13, P, U, and T grants as well as most applications responding to RFAs and selected PAs (PARs).
  9. Applicant can find IRG and IC assignments through the eRA Commons approximately within two weeks after CSR receives application. NIH does not mail notifications.
  10. SRO manages peer review until completion.
    1. Ensures each application is complete.
    2. Sends reviewers applications to be reviewed.
    3. One or two weeks before meeting, asks for streamlined list.
  11. Initial peer review panel meets in person or electronically.
  12. Primary reviewer presents application to group; other assigned reviewers comment.
  13. Reviewers record priority scores.
  14. Grants technical assistant uploads scores into IMPAC.
  15. Registered users can obtain their priority score through eRA Commons approximately five days after review. NIH does not mail priority scores.
  16. SRO generates summary statement on the eRA Commons within eight weeks after review. Registered Commons users can retrieve summary statements immediately.
  17. Program officer finds information in IMPAC.
  18. Program officer becomes applicant's main contact.
  19. Program officer works with PI to resolve any bars to award.
  20. Program officer discusses options for unsuccessful applicant:
  21. Program officer identifies applications that should be converted to cooperative agreements.
