- Program
officer identifies ideas for scientific concepts with
input from scientific community; with DEA's guidance, identifies
appropriate funding mechanisms (activity
codes).
- Program officer prepares concepts in Scientific Initiative Management System.
- SIMS SOP
- Completes initiative descriptor in Research Initiatives
section.
- Division director reviews proposed concepts, selects concepts
to go forward, approves initiative descriptor in SIMS.
- SIMS automatically generates concept clearance sheet for discussion
at Winter Policy Retreat, Summer Program Review, or NIAID Executive
Committee sessions for off-cycle concepts.
- At SPR, WPR, or NIAID Executive Committee, program divisions present
concepts for NIAID Director's consideration.
- NIAID Director and Budget and Financial Management Branch approve some
or all of these concepts.
- If changes are needed, division staff makes them in SIMS.
- Program officers, division directors, or Council members present
approved concepts to Council subcommittees.
- Division staff members document Council actions and add contact
information to concept sheet in SIMS.
- DEA Office
of Knowledge Resources publishes Council-approved concepts
on Web.
- NIAID decides which concepts will become initiatives.

- PI applicant reviews science, explores appropriate IC, generates topic.
