Procedure
Use this module to indicate which applications with scores beyond the payline should be considered for selective pay or R56-Bridge funding.
Program officers
- Access this [replace: the Gray Zone] module no later than one month before the pre-Council meeting.
- The Gray Zone module can be selected from the CAAP pull down menu in the NPARS system. [delete next sentence: You will see the Gray Zone parameters screen, which shows the due date for comments displayed in red]. Select a division, one or more PCC codes, [delete: one or more] Council date, and lower and upper percentile limits.
- From the pull down menu in the far left column, select the appropriate designation for each application; S for Select Pay nominations, B for Bridge nominations, DISC for discretionary nominations, and SK for applications to be skipped for consideration.
- In the Gray Zone Comments screen [replace: Notes column], describe the merits of each application that has been selected as a Bridge, Select Pay, or Discretionary nomination in the Division Approval field [replace: Notes column]. A justification must also be entered for each skipped application, providing reasons for why an application has not been nominated. Remember to save your comments before closing the dialog box. [delete: Comments or justifications for the selective pay and R56-Bridge nominations must indicate why the other applications are being passed over.]
- [delete: To nominate an application for an R56-Bridge award, enter a "B" in the Type column. This will highlight the record in blue. Use the R56-Bridge awards module to check on the status of
applications, rank applications, and determine which applications are
still available
for award.]
- [delete: To nominate an application for a selective pay award, enter an "S" in the Type column. This will highlight the record in green. To rank applications, use the selective pay awards
module.]
- User the Bridge Awards, Select Pay Awards, or Discretionary module in CAAP to rank nominated applications, check on the status of applications, and determine which applications are still available for award.
- To view a report of the Gray Zone, select the Council Reports module under the Reports pull down menu in NPARS. Select Gray Zone report, then select the appropriate Council round and enter the lower and upper percentile limits.
