Except for the K99/R00 award, you must be a U.S. citizen or have
a valid Alien
Registration Receipt Card (Form I-551). If you're
a non-citizen who has
applied for
an I-551 and expect to receive it by the earliest award date, you
may apply. If you have a student visa or other temporary visa, you're
not eligible.
