Financial Management Plan

Updated January 30, 2015. NIAID has defined its financial management plan for funding grants in FY 2015 based on NIH and Institute policy. NIH announced its fiscal policy in a December 30, 2014, Guide notice.

Competing Awards

  • We are funding new competing awards with no percentage reduction in funding level. We will reduce for salaries that exceed the salary cap. See PI Salary Cap and Stipends.
  • For awards we have already issued at lower levels, funds may be fully or partially restored.
  • Renewal budgets for R01s are capped at 20 percent over the last noncompeting award, not including equipment or alterations and renovations costs. Read more at What is the funding cap for renewals? in Renewal Application questions and answers.
  • Salaries are limited to the levels published on PI Salary Cap and Stipends.

Noncompeting Awards

  • We are funding noncompeting continuation awards at the level from the Notice of Award with no percentage reduction.
  • For awards we have already issued at lower levels, funds may be fully restored.
  • Salaries are limited to the levels published on PI Salary Cap and Stipends.

Set-Aside Funds

  • Selective pay
    • NIAID is setting aside $9 million ($3 million for each extramural program division).
    • Note: Investigators cannot apply for selective pay funding. NIAID's main advisory Council ranks applications recommended by Institute program staff.
  • R56-Bridge awards
    • NIAID is setting aside $18 million ($6 million for each extramural program division).
    • Note: investigators cannot apply for R56-Bridge awards but must be nominated by NIAID program officers.

Budget and Financial Management Background

In FY 2015, NIAID's operating budget is $4.4 billion, increasing 0.7 percent from FY 2014. For budget levels for NIAID and selected institutes, see NIAID Budget Data Comparisons.
