Financial Management Plan
Current as of May 9, 2013. NIH is operating under a continuing resolution, H.R. 933, for the remainder of the fiscal year. NIH published its fiscal policy for FY 2013 in a May 8, 2013, Guide notice.
NIAID's financial management plan for funding grants in FY 2013 is based on NIH and Institute policies.
Competing Awards
- We are funding competing awards at 94 percent of the study section's recommended level, except for the following grants that are fully funded:
- Fellowships (F)
- Career development (K)
- Small business awards (SBIR and STTR)
- Small grants (R03)
- Conference (R13)
- AREA (R15)
- Grants funded under certain initiatives.
- Funding for competing initiatives has been cut by up to 20 percent; individual awards will be funded based on negotiations with NIAID staff.
- For awards issued earlier this fiscal year at lower levels, we may partially restore those reductions, but your award is unlikely to reach the amount recommended by the study section.
- We will reduce salaries that exceed the salary cap. See PI Salary Cap and Stipends.
- As we did last year, we are removing future year inflationary adjustments except for special needs such as equipment and added personnel.
- Renewal budgets for R01s are capped at 20 percent over the last noncompeting award, not including equipment and alterations and renovations costs. Read more at What is the funding cap for renewals? in Renewal Application questions and answers.
- Refer to the Notice of Award for the grant's funding level.
Noncompeting Awards
- We are funding noncompeting awards at up to 94 percent of the amount shown on the Notice of Award for the previous year, except for the following grants that are fully funded:
- Fellowships (F)
- Career development (K)
- Small business awards (SBIR and STTR)
- Small grants (R03)
- Conference (R13)
- AREA (R15)
- Grants funded under certain initiatives.
- We will reduce salaries that exceed the salary cap. See PI Salary Cap and Stipends.
- For awards issued earlier this fiscal year at lower levels, we may partially restore those reductions, but your award is unlikely to reach the previous commitment level.
- Refer to the Notice of Award for the grant's funding level.

Budget and Financial Management Background
For FY 2013, we estimate a success rate between 19 and 21 percent.
