Special Issues Requiring Council Review

This SOP has internal roles only.

Purpose

To obtain Council recommendations for applications with funding issues or concerns coming out of initial peer review.

Procedure

Before funding applications with special issues, NIAID must present them to Council and obtain its recommendations.

Applications include those with scientific review group concerns, e.g., human subject or animal concerns, as well as those requiring special funding actions, e.g., renewal R01 applications requesting more than 20 percent over the direct cost of the last noncompeting award.

Program Staff

• See Definitions of Special Issues Presented to Council for a list of items that do and do not go to Council.
• Use the NIAID Planning and Reporting System (NPARS) to prepare and present special issues to Council for its recommendations.
• Possibly present other topics to Council, particularly funding for large, high-visibility programs.
