Standard Operating Procedure Table of Contents

 

Purpose

To give NIH institutes and centers (ICs) the opportunity to comment on NIH request for applications (RFAs) or program announcements (PAs) before they are published.

Procedure

NIH's Lock icon: This link will not work for public visitors.ENS & HHS Forecast in the Lock icon: This link will not work for public visitors.NIH Guide Publishing System lets ICs comment on NIH RFAs or PAs to see if they wish to co-sponsor an initiative or identify overlap issues with another initiative. See Co-Sponsorship of RFAs and PAs by Other ICs SOP.

When an initiative is posted, ICs have 14 days to respond. An IC may place a hold on the initiative, which extends the comment period by 14 days to resolve issues.

After that time, NIH publishes an initiative without the participation of any IC that still has unresolved issues.

Program Officers

  • Complete an EN Information form.
    • If you know of an IC that may want to co-sponsor an initiative, touch base with its program staff to determine interest or potential overlap.
      • Should you find that an IC has overlap concerns or is interested but not ready to commit, enter the IC and contact information under "Shared Interests" on the EN form.
      • If you do get a commitment from an IC, put the amount it will be contributing and the contact's name under "Participating ICs."
  • Send completed form and an electronic draft of the RFA or PA to your division coordinator.
  • Comment on early notification entries sent by Division of Extramural Activities.

Division Coordinators

Office of Program Coordination and Operations Staff

  • Enter initiatives into the early notification system within five days of receiving a draft.
  • Review early notification entries from other ICs and forward those of interest to program officers for comment.
