Standard Operating Procedure Table of Contents

Purpose

To establish a program class code (PCC) for a new extramural scientific program and referral guidelines for assigning grant applications within NIAID.   

Procedure

An extramural program division initiates the process to create a new scientific program. This process includes developing a program description, requesting a PCC, proposing internal referral guidelines, and assigning a program officer.

The Referral and Program Analysis Branch (RPAB) in the Office of Strategic Planning, Initiative Development, and Analysis (OSPIDA) reviews the program description and referral guidelines. The director of OSPIDA must approve the program description. After the PCC and program officer’s name are added to IMPAC, RPAB reassigns existing applications identified by the division to the new program.

Program Division Staff

  • Draft and send a justification and concurrences from your branch chief and division director to your division coordinator.
  • Division coordinator reviews and submits the following to RPAB: program description, PCC, proposed referral guidelines, and name of the program officer who will manage the program.
  • After the OSPIDA director approves the program description, the program division sends the division coordinator a list of applications that need to be reassigned.
  • The division coordinator reviews the applications and submits a list to RPAB for reassignment in IMPAC.

Referral and Program Analysis Branch Staff

  • Review the program description, PCC, and proposed referral guideline for clarity and potential overlap with existing programs.
  • Submit the description to the OSPIDA director for final review and approval.
  • Send a request to the Software Engineering Branch (SEB) to add the new PCC in the Institute’s internal Receipt and Assignment Database (RAADB).

  • Reassign affected applications in RAADB. See the Program Assignment Change Requests in NIAID SOP for reassignment instructions.
  • Notify program when complete.
