This standard operating procedure (SOP) includes the following sections: Purpose, Procedure, Contacts, and Links.
To establish a program class code (PCC) for a new extramural scientific program and referral guidelines for assigning grant applications within NIAID.
An extramural program division initiates the process to create a new scientific program. This process includes developing a program description, requesting a PCC, proposing internal referral guidelines, and assigning a program officer.
The Referral and Program Analysis Branch (RPAB) in the Office of Strategic Planning, Initiative Development, and Analysis (OSPIDA) reviews the program description and referral guidelines. The director of OSPIDA must approve the program description. After the PCC and program officer’s name are added to IMPAC, RPAB reassigns existing applications identified by the division to the new program.
