Standard Operating Procedure Table of Contents
Purpose
To accept big grant applications, request future assignment of applications to NIAID, or request a waiver of receipt date for applications to be peer reviewed by NIAID's Scientific Review Program.
Procedure
Program and scientific review staff submit an Awaiting Receipt of Application (ARA) for applications that fit any of the following categories:
- Big grants.
- Potentially late applications.
- Applications in response to a funding opportunity announcement sponsored by multiple ICs.
- Phase II small business applications.
Program Staff
- To initiate an ARA approval:
- When to initiate an ARA:
- Big grants. After your division director approves a request to accept a big grant application. See the Big Grants SOP for next steps.
- Potentially late applications. When an applicant contacts you about a potentially late application.
- Direct the applicant to the scientific review officer (SRO) assigned to the review of the application.
- Don't attempt to submit the ARA; the SRO will handle that step.
- Applications in response to a funding opportunity announcement sponsored by multiple ICs. When a PI submits an application in NIAID's area of interest.
- Consider if NIAID would accept primary assignment.
- Consult with your division coordinators if you aren't sure whether NIAID would accept primary assignment.
- If you agree that NIAID would accept primary assignment, initiate an ARA to indicate our interest in the application.The Center for Scientific Review (CSR) uses ARAs to make referral decisions.
- Phase II small business applications. When an applicant asks to submit a phase II Small Business Innovation Research or Small Business Technology Transfer application later than the standard six receipt dates after the end of the phase I grant.
- If your division wants CSR to accept the application, submit an ARA form to the division coordinator.

- After receiving a notification from eRA, verify the information on the ARA and submit the ARA through the
ARA Module.
