Concept Development SOP

This SOP has internal roles only.

This standard operating procedure (SOP) includes the following sections: Purpose, Procedure, Contacts, and Links.

Purpose

To request Council approval for potential future initiatives—request for applications (RFA), program announcements (PA), or solicitations—through which NIAID sets aside money to stimulate research in high-priority areas.

Procedure

Every initiative must go through concept clearance. NIAID publishes Concepts: Potential Opportunities cleared at recent Council meetings on the Research Funding Web site. Not every concept cleared by Council becomes a published initiative.

Program Officers

NIAID Management

  • Division managers rank the concepts.
  • Division directors present their initiatives at the Winter Policy Retreat or NIAID Executive Committee for off-cycle initiatives.
  • RIC meets to discuss and approve each initiative.

Research Initiative Committee

RIC is chaired by the principal deputy director of NIAID.

Members include the deputy directors for Science and Management Operations and the Division of Clinical Research (DCR) and directors of the Office of Strategic Planning, Initiative Development, and Analysis, DAIDS, DAIT, DMID, DCR, DEA, Division of Intramural Research, and the Vaccine Research Center.

Ex officio members include representatives from the Budget and Financial Management Branch, Mission Planning and Integration Branch, Strategic Planning and Evaluation Branch, Office of Initiative Development (OID), Referral and Program Analysis Branch, and others as assigned by division directors.

RIC performs the following functions:

  • Review proposed concepts.
  • Discuss options for cross-divisional and cross-institute collaborations.
  • Approve concepts to be presented to NIAID's main advisory Council for concept clearance and developed into funding opportunity announcements.

Council Members

  • Review concepts and make recommendations.

Office of Extramural Research Policy and Operations Staff

  • After a concept receives approval from RIC, draft a project plan for initiative development.

Office of Initiative Development Staff

  • After a concept receives approval from RIC, assemble an Initiative Development Team.
  • Work with the Team and OERPO to develop a project plan that schedules all steps needed to proceed from concept to award.
  • Work with program staff to develop the concept into an RFA, PA, or solicitation.
  • Review initiatives for final approval.
