NIAID Request for Assignment Changes From CSR SOP

This SOP has internal roles only.

This standard operating procedure (SOP) includes the following sections: Purpose, Procedure, Contacts, and Links.

Purpose

To request that the NIH Center for Scientific Review (CSR) 1) change a grant application's primary institute assignment, grant number, activity code, integrated review group or study section, or Council date or 2) withdraw an application.

Procedure

The procedure is as follows.

Change of Institute Assignment

Program Staff

Request a change in primary assignment for a grant application in either of the following cases:

Before Peer Review

  • Review new assignments in your portfolio immediately.
  • If you have an application that doesn't fit NIAID’s mission but suits another IC's better, discuss assignment changes with your counterparts at the other institute. 
    • If another IC agrees to accept primary assignment, fill out a 901 form including the name of staff contacted in both ICs under “Staff Consulted,” and send it to your division coordinator. He or she will initiate an Assignment Change Request (ACR) through the IMPAC ACR module.
  • If an application doesn’t fit NIAID's mission and you can’t find another IC home for the application, decline the assignment by filling out a DRR Attention Needed (DR RAN) form within 30 days of the assignment’s appearance in IMPAC.  CSR will not accept our request after the 30 days.
  • In deciding whether to accept an assignment change from another institute, discuss the consequences with your branch chief.
    • If your division decides to accept an application, notify your division coordinator, who will then let the Lock icon: This link will not work for public visitors.Contact for NIAID ReceiptReferral know. If we agree to accept, the other institute will usually initiate an ACR.
  • If an application is moving to another institute for review, notify the scientific review officer (SRO) of the assignment change so he or she can prepare.

After Peer Review

  • If NIAID wants to accept primary assignment from another IC after peer review, do not make this request until after the summary statement is in IMPAC.
  • Get approval from the NIAID budget office, complete a 901 form, and route it with branch chief concurrence to your division coordinator.
  • Division coordinators forward a budget approval email to NIAID ReceiptReferral and initiate an ACR.
  • Ask to be the primary institute only if your division has the money to fund the application and you are interested in it.
  • After peer review, funding comes from your division's discretionary funds.
  • Ask your management if the grant can go on its end-of-year request list.
  • Keep in mind that your division will budget for few of these applications.

Withdrawal After Application Submission
