NIAID Request for Assignment Changes From CSR

Standard Operating Procedure Table of Contents
Purpose
To request that the NIH Center for Scientific Review (CSR) change a grant application's primary institute assignment (grant number), activity code, integrated review group or study section, or Council date or withdraw an application.
Procedure
Program staff may request that a grant application’s primary assignment be changed, either by using a paper 901 form or initiating an electronic
Assignment Change Request (ACR).
Change of Institute Assignment
Program Staff
- Request a change in primary assignment for a grant application in either of the following cases:
- Before peer review—NIAID and other IC staff agree the application has been misassigned.
- After peer review—if NIAID wants to accept primary assignment from another IC after peer review. Do not make this request until after the summary statement is in IMPAC.
- Review new assignments in your portfolio immediately. If you have an application that doesn't fit NIAID’s mission but suits another IC's better, discuss assignment changes with your counterparts at the other institute. If another IC agrees to accept primary assignment, fill out a paper 901 form or initiate an
Assignment Change Request (ACR, electronic 901). See the Request for Assignment Changes: Instructions for more information.
- If an application is moving to an institute for review, notify the scientific review officer of the assignment change before the review.
- Fill out a Request for Assignment Change (901) form including the name of staff contacted in both ICs under "Staff Consulted."
- If you don’t find another IC home for the application, decline the assignment by filling out a DRR Attention Needed (DR RAN) form within 30 days of the assignment’s appearance in IMPAC. If you decline the application after that, include an explanation of the delay. Send the DR RAN form to your division coordinator, who will forward it to the NIAID ReceiptReferral at
Contact for NIAID Staff. Do not send the form directly to CSR.
In deciding whether to accept an assignment change from another institute, discuss the consequences with your branch chief. If your division decides to accept an application, notify your division coordinator, who will then let the NIAID Referral Liaison at
Contact for NIAID Staff know.

- Fax the approved DR RAN form to CSR or approve the ACR.
