Michael Allen serves as the Chief Operating Officer (COO) for the National Institute of Allergy and Infectious Diseases (NIAID), where he implements strategic reviews and organizational optimizations for improved performance and advancement of the Institute’s mission.

As COO, Mr. Allen influences NIAID’s portfolio within the National Institutes of Health (NIH) and the U.S. Department of Health and Human Services (HHS). He ensures compliance with U.S. Government requirements and delivers comprehensive operational and management reporting. His leadership focuses on driving sustainable efficiency, aligning organizational structure with strategic priorities, and enhancing NIAID’s capacity to achieve its scientific and public health goals. His work is central to maintaining NIAID’s position as a global leader in biomedical research and health innovation.

Mr. Allen brings more than 30 years of distinguished public service spanning military and federal leadership roles. He served 21 years in the United States military before continuing his federal career with the Department of Homeland Security, the Department of Housing and Urban Development—where he entered the Senior Executive Service and served as Chief Transformation Officer—the U.S. Department of Agriculture, and the Office of the Assistant Secretary of Defense for Chemical and Biological Defense Programs. He also has private-sector experience as a business consultant, advising organizations on operational strategy and transformation.

A native of Nashville, Tennessee, Mr. Allen holds a Master of Business Administration, a Master of Science in Human Resources and Organizational Development, and a Bachelor of Science in Human Resources. He is currently a Ph.D. candidate in Human Resources and Organizational Development.

Beyond his professional responsibilities, Mr. Allen is committed to mentorship and service. He volunteers with the Harvard–Yale Veterans Group, supporting veterans as they transition to new professional pathways. His leadership philosophy is grounded in integrity, collaboration, and a people-first approach—believing that when leaders take care of their people, the mission will take care of itself.
