New Contract Solicitation for Services To Support Developers of Candidate Diagnostics

The new request for proposals (RFP) Diagnostics Pre-Clinical Services Program has an important objective: to accelerate the development of diagnostic technologies with gap-filling services, so that U.S. public health is better prepared for future biothreats and emerging infectious diseases.

This Program will offer a comprehensive array of capabilities intended to provide product developers a discrete subset of services that will propel new in vitro diagnostic (IVD) products toward regulatory clearance.

The RFP establishes indefinite delivery/indefinite quantity (IDIQ) type contracts to support developers of candidate diagnostics for a wide array of infectious diseases.


A major public health priority is developing and introducing new IVD products to detect, identify, and characterize potential agents of bioterrorism, antimicrobial-resistant pathogens, emerging and re-emerging infectious pathogens, as well as infectious pathogens prevalent in resource-limited countries.

Number of Contracts, Task Areas

NIAID anticipates awarding one or more IDIQ contracts per task area. Offerors may propose to any or all the task areas:

  • Task Area A – Product Development Processes and Documentation
  • Task Area B – Recombinant Proteins and Monoclonal Antibodies
  • Task Area C – Biochemical Reagents: Nucleic Acids and Oligonucleotides
  • Task Area D – Clinical Specimens and Bacterial Isolates
  • Task Area E – Next-Gen sequencing, Immunoassays, Nucleic Acid Amplification Assays
  • Task Area F – Pre-Pilot and Pilot-Scale GMP Manufacturing Services

Contracts are capped at seven-year project periods with a maximum of $12 million in task orders across the six task areas. One offeror or multiple offerors may be chosen for each of the six task areas.
