“Can I avoid the budget cap for renewal applications by submitting a new application instead?”

NIAID caps R01 renewal (Type 2) application budgets at 20 percent above the direct costs of the last noncompeting award period excluding supplements, equipment, alterations and renovations costs, and any subawards’ facilities and administrative (F&A) costs.

Were that cap to prevent you from requesting the direct costs you would need to continue your project through another competitive segment (e.g., you want to significantly expand the scope of your ongoing research project), you could instead apply using a new (Type 1) application. Keep in mind, though, renewal applications generally enjoy higher success rates than new applications.
