Direct-to-Phase II awards allow small businesses to conduct Phase II research, i.e., research and development, without having first completed Phase I research, i.e., feasibility and proof-of-concept, under an NIH grant. This doesn’t mean that a small business can bypass proof-of-concept research; applicants must have already conducted Phase I research, though not necessarily with NIH support.
