It depends. You need to check the specific funding opportunity announcement (FOA) to which you’re applying. For example, NIH’s standard Due Dates for new and resubmission non-AIDS R01 applications differ by one month, while the due dates for new and resubmission applications to the FOA Sustained Release of Antivirals for Treatment or Prevention of HIV (SRATP) (R01, Clinical Trial Not Allowed) are the same.
