NIAID Funding Opportunity for COVID-19 Personal Protective Equipment

Do you conduct or plan COVID-19-related vaccine or treatment clinical trials and clinical studies supported by NIAID’s emergency pandemic appropriations? Take note of our reissued funding opportunity announcement (FOA) PAR-21-276, Limited Competition Emergency Awards: Shared Personal Protective Equipment Resources for COVID-19 Related Vaccine and Treatment Clinical Trials and Clinical Studies (S10, Clinical Trial Not Allowed).

PAR-21-276 is the only available option to allow for the purchase of personal protective equipment (PPE) totaling more than $500,000 in direct costs in a budget period. According to NIH policy (NOT-OD-20-164), PPE expenses totaling $500,000 or less in direct costs in a budget period can be charged as a direct cost with associated facilities and administrative (F&A) costs as long as charges align with the institution’s negotiated F&A costs rate agreement. 

Be aware that NIAID’s PAR-21-276 is separate from NIH’s similar-sounding PAR-21-257. NIH’s PAR-21-257 is not open to applications unless an institute or center publishes a corresponding notice of special interest. NIAID has not done so thus far.

Our PAR-21-276 supports the purchase of masks, gloves, gowns, coveralls, safety glasses, face shields, head caps, shoe covers, and shield wipes if they are used to conduct a qualifying COVID-19 clinical trial or clinical study.

How To Qualify

Pay close attention to the strict Section III. Eligibility requirements for PAR-21-276. Two key points:

  • Eligibility is limited to recipients planning and conducting COVID-19-related vaccine or treatment clinical trials and clinical studies supported by NIAID’s emergency appropriation.
  • Clinical studies are defined here as prospective non-interventional studies using human subjects, such as natural history, observational, genetic, and serological studies.

When you apply, in your PPE Usage Plan, be sure to indicate the number of the grant or contract currently conducting COVID-19 clinical trials or clinical studies that is funded by NIAID emergency appropriations.

To apply, you must use NIH ASSIST or another method listed in the FOA. There are no specific due dates; we accept applications on a rolling basis. However, the FOA expires on July 16, 2022, so that date represents your final deadline to apply.
