Applications from foreign institutions must include talent, populations, environmental conditions, or other unique resources not found in the United States. Thus, foreign applications have an extra review step: reviewers assess whether comparable work is or may be done in the United States. Proposed research projects should also have potential to significantly advance health sciences in the United States.
